The British Council in Egypt is inviting national/non-governmental/private sector organisations in Egypt to submit proposals to implement its new project titled “Youth Voices.” The deadline for receiving applications is 17 August 2022. 

The Youth Voices project is building on the legacy of our Young Mediterranean Voices programme that aims to enhance young people’s skills and develop a culture of dialogue about climate change challenges.  

Through structured debates, participants enhance their skills in presentation, analytical thinking, advocacy, critical thinking, research, intuition, leadership, and problem solving, enabling them to find opportunities.  

The project aims to help young people to get connected with policy leaders and enables them to advocate and present their ideas and boost their recommendations to a higher level in addition to creating a shared understanding with their peers. 

Youth Voices project is founded, developed, and funded by the British Council. 

What is the project aiming to achieve?

  • A cadre of young influencers with enhanced skills for dialogue and debate will be created; 
  • Debating practices will be embedded in institutions and organizations; 
  • Exposure among young debaters for shared understanding and capacity will be enhanced to develop shared responses with peers to socio-cultural challenges. 
  • Platforms and mechanisms for young influencers will be enhanced to shape public policy, influence decision-makers and shape media narratives. 

What are implementing organisations required to deliver?

As part of Youth Voices project, the British Council is looking to contract a number of organisations and institutions for 2022 that will be responsible for establishing debate clubs, managing cascade training of debate skills and meetings with participants at targeted levels.  

  • These organisations, known as ‘Debate Hubs’ will be responsible for supporting delivery of debate training and will establish Debate Clubs.
  • Each Debate Hub cascade to a minimum of 75 (Seventy-five) participants and give young women and men the opportunity to practice their debate skills.  
  • Debate Hubs will co-ordinate inter-hub competitions and the Policy Dialogue Forum.  
  • In December 2022, the Policy Dialogue Forum will be held, which will give some Debate Clubs the opportunity to debate competitively at national level.

What requirements should the applicant organisation fulfill?

  • A physical presence and operations (registered office) in the country for which they submit the tender. The organisation/association/institution should be registered with the relevant Ministry or Office as per local requirements. 
  • Extensive experience in delivering training to young people on similar programmes 
  • Ability to reach a high number of young women and men through their previous projects or programmes. 
  • Extensive experience of working with groups from different social, economic, geographic or religious backgrounds – the submission needs to show commitment to equality, diversity, inclusion and child protection principles 
  • Experience of managing similar projects. (Management and organizing of big events, financial management, monitoring and evaluation tools from their previous events. 
  • Experience of financial and budget management, including financial reporting. 
  • An effective public outreach strategy for activities and events.

  • Request for proposals issued to bidding suppliers: 7 August 2022 
  • Deadline for clarification questions (Clarification deadline): 12 August 2022 
  • British Council to respond to clarification questions: 14 August 2022 
  • Deadline for submission of proposals by potential suppliers (Response deadline): 17 August 2022 
  • Final decision: 25 August 2022 
  • Contract concluded with winning supplier: 29 August 2022 
  • Contract start date: 01 September 2022 
  • Contract end date: 31 January 2023

After filling them out, you will need to submit them through the portal by Wednesday 17 August 2022, 23.59 (Cairo time).

Applications submitted after this date and time will not be considered by the reviewing panel.
