Tender has been published on the Supplier portal portal along with the RFP and supporting documents. You may create your account on the Suppliers portal here with no charges. Once your account is created on the portal you will be able to search for the tender. You need to select “show interest” to be able to view tender documents

To submit a proposal you have to “Opt in".
